Another issue, this time it is the bundle that is missing the provider, i.e.
Bundle-Vendor:

Plug-in:                org.eclipse.cdt.mylyn_1.0.0.200806060942
META-INF/MANIFEST.MF:
  Manifest-Version: 1.0
  Bundle-SymbolicName: org.eclipse.cdt.mylyn
  Bundle-ManifestVersion: 2
  Bundle-Name: Mylyn Plug-in
  Bundle-Version: 1.0.0.200806060942
  ...

Is there a reason to unpack the bundle when installing it? Or could it stay as
a .jar in the filesystem?
