As per the Eclipse legal requirements [1], all packages distributed by Eclipse
must include the files epl_v10.html and notice.html. For consistency with the
rest of the Callisto projects, these files should be included in the eclipse
directory.
I checked org.eclipse.cdt.sdk-3.1.0-I200605110500-win32.x86.zip, which does not
contain these files.
