The testing tools still say they are version 3.0.0 instead of 3.1.0

In the "Help>About Eclipse SDK" dialog, the icon for the "Eclipse C/C++
Development Tools Testing Framework" says v 3.1 in the long version number
at the top
but 3.0.0 at the bottom of the dialog.

And while we're at it, there's no provider listed for some of the plugins
in the testing feature, or the org.eclipse.cdt.doc.isv plugin either.
