[cdt-dev] Launch Group

As you may or may not be aware the Launch Group feature of CDT has
been promoted to Platform Debug and has some nice new
enhancement[1,2]. Yay and thanks Markus Duft for pulling it out of CDT
and making it more widely useful.

For the CDT 9.3 / Oxygen release of CDT, the copy in CDT has now been
deprecated [3] and the intention is to remove it from CDT for CDT 9.5,
the release that coincides with Eclipse 4.8 (Photon) in June 2018. [4]
