Change org.eclipse.birt.report.data.oda.flatfile and org.eclipse.birt.report.data.oda.flatfile.ui so that they are plugin-dependent on the org.eclipse.datatools.connectivity.flatfile and  org.eclipse.datatools.connectivity.oda rather than project-dependent.
