From time to time, an Eclipse open source project runs into trouble and we depend on their PMC for help.

AFAICT, the Eclipse Tractus-X project is no longer functioning as an Eclipse project. It appears that all development in the designated repository ceased six month ago and the project team has continued work in a fork elsewhere.

PMC member Angelika Wittek has started working with the project to bring them back onside with Eclipse project practices. To make this work, she needs to have committer status on the project.

Unfortunately, given the current state of the project, it's not at all clear to me that the usual practice will work (I don't believe that we can reasonably expect that any contributions from Angelika would be merged by the existing project committers, so it's impossible for her to develop merit to be elected in the normal way).

As is permitted by the Eclipse Foundation Development Process, with the PMC approval, I would like to have the EMO work with Angelika to directly revise the composition of the project team (that is, we will add/remove committers to get the project back into a functional state) and get the project back on track.

I will try to answer any questions that you have.
