A minor nit on closer reading:

"Binaries must comply with the Java specification and pass the OpenJDK 
Community TCK License Agreement (OCTLA) or another license agreement 
with Oracle."

Binaries don't pass the OCTLA, they pass the TCK that is available under 
the OCTLA or another license agreement.
