We had a similar problem with Orbit right after we've added
Google's Closure Compiler into it, but there was a real problem
[1] (it wasn't included into any categories) and now it is solved.
And I believe I'm using the right version of Orbit bundle.
And I'm always installing all the prerequisites first, then WTP
and WTP Tests bundles. However, yes, I do not restart eclipse
between the installation of prerequisites and the WTP
installation, but... Not this time, but in the past I tried to
restart before the WTP installation and it never helped to solve
such problem.
So, I'm not sure if Orbit bundle could cause this mess to happen.

earlier, this time with
I cannot install all the WTP components 'by default'. It looks
like some of the components are not included to the according
categories and, as such, have not been installed if 'Group items
by category' checkbox is checked. However all the missed features
could be selected and installed after I unchecked that checkbox
and selected to install all listed features.
This time there is a quite many of the features missed like JSON,
JSDT (Node.js tools, Chromuim Debugger), Faceted Projects, Web
Development, PscyhoPath XPath, WST Common, WST Server related as
well as some others.
I had such a behavior before (with Neon RCx installations) and
these problems have gone in the release (although Carl told me
that there no any related changes were made), but it's worth to
double check it.
