[wtp-releng] JSF Tools Git migration

We have done a deeper inspection of the JSF Git repositories and have found that we are missing multiple branches and many version tags, so we have requested that our repositories be re-converted using cvs2git (https://bugs.eclipse.org/bugs/show_bug.cgi?id=384990).

 

While looking deeper, we also discovered that there are missing branches and version tags in the webtools.maps repository, and at least one branch points at an incorrect version of a map file (in releng.jsf). It looks like webtools.maps may need re-converting also.
