[wtp-releng] Are we done now? Declaring Build for wtp-R3.2.3-M: M-3.2.3-

This build seemed better. In fact, most
of the output indicated there were no JUnit failures ... but, there was
one part of the log that said there were JUnit failures in 

org.eclipse.wst.jsdt.web.ui.tests

Yet, the summary shows "0".
So ... I am not sure what that is about ... but am willing to assume part
of the scripts have an error  and there really was no errors this
run ... but, JSDT-WEB team, you might look closely at that suite ... do
you expect (only) 15 tests? 

So, we'll assume this is our SR2 ...
unless someone says otherwise.
