I think it's an infrastructure problem that effects only UI tests.

I'm trying to figure out why the XSL tools builds are failing to run the 
unit tests.  They are outputting a DNF error.   This has been happening 
since this morning, with no code released to head builds.

All tests run fine locally.

The logs aren't giving me much to go on.
