Folks,

We just released the change for https://bugs.eclipse.org/bugs/show_bug.cgi?id=245149 to HEAD for 3.1 M1. This change should not affect other team's smoke tests. (But this is a blocker that was committed/released to 3.0.1, but was missed for 3.1, and breaks certain deploy scenarios on some servers.)

Note 
There are 12 Junit failures on this build. 
JEM & JEE failures are currently being assessed by the JEE team but should not prevent other teams from smoketesting. 
JSP,HTML failures are testcase issues and does not affect smoketest. 
internet cache test is currently being investigated and does not prevent smoketest for other teams 
releng failures are due to versioning issues, there are some JST and WST features and plugins with qualifier only changes, please take a look at the versioning report and update.
