[wtp-releng] Status and outlook for our final RC4 build

I'd like to re-spin with the current
RC4 version of our pre-reqs, plus I think some of the "feature relationship"
changes are not in a build yet. 

This build will be started soon, and
ready about 5 PM Eastern. 

While we won't  have another formal
sign-off process for this particular build (no code changes), I do, as
always, recommend all teams try it out.
