[wtp-releng] Status and outlook for RC2 declaration

I am respinning the RC2 build once more,
with the RC2 version of all our pre-reqs. 
It probably won't be done until approx.
7 PM Eastern. 
Assuming JUnit's pass (as good as they
ever do) then we'll declare that build for our RC2. 
Remember not to 'release' any changes,
until the official declare note comes out.
