[wtp-releng] Junit failures on latest I builds

Looks like on the latest couple of builds
we still have 34 Junit failures after reverting back to the M5 prereqs.
Smoketest is on hold till these are resolved.

Thanks for the quick diagnosis, Neil.
I have reverted to the M5 level of all our pre-reqs. (I know there is at
least the suspicion that emf changes might have led to the JEM failures
too, which Carl is looking into).
And this couldn't come at a better time ... Helen has been asking me "how
do we know it's ok to move up to a new build" and I've been reassuring
her, "oh it's fine, it's very unlikely a new build would break anything."
There's nothing like being reminded of our fragile dependancy on
others! :)

Helen,
It looks like the new Platform is to blame for our test failures. Looks
like they may have introduces some bugs as a result of the fix for bug
https://bugs.eclipse.org/bugs/show_bug.cgi?id=196200.
We can look into this more tomorrow, but I think we would want to stick
with M5 Platform for now, which should solve the failures.
