[wtp-releng] .jst.standard.schemas to move to Source Editing Project?

I think we've discussed this before,
and everyone agreed, but I think I forgot to follow through 

We put
org.eclipse.jst.standard.schemas
in the source editing project, as being
the "content model" (schema and dtd) experts
but I see it's still in jee map (where
its functionally needed). 

So ... I'm going to move it to a source
editing map, and just thought I'd mention it here, 
in case I've misunderstood and it should
be otherwise. 

Note: for the moment, I don't think
any change in builds or features are needed ... but, 
perhaps someday ... I think it should
be packaged with the xml.core feature, as the 
lowest possible place it could be useful.
