[wtp-releng] Ready for RC2?

By some miracle, we finally got an RC2 with no JUnit failures
and almost all the versioning issues fixed. 
I think jpt.utility is just a test bundle, so if so, not
too worried about that (though feel free to fix if possible, preferred)
and similar for the jpt.tests feature. 

But, jpt.sdk really should be "1.0.1", right?
