[wtp-releng] Remember to check for "qualifier only" version increases

These are now treated as a "build
test" JUnit failure. 

So, please fix up this week. 

There are three in 2.0.1 builds, but
"dozens" in 3.0 builds. 

Bundles with qualifier-only increases

These may be an error, as normally, when compared to a release, at least the service version will increase. But, not always an error. And, certainly, within a development cycle, such as milestone to milestone, it is quite normal for the qualifier, only, to increase.
