Not that I'm aware of, since we're just
following the platform's spelling preferences.  It might be worth
a feature request.  If it's any consolation, the XML editor reacts
to changes in the spell-checking enablement without requiring a restart.

Is there a way to set up exclusion on files that shouldn't
be checked?  
I'm seeing spell check warnings in my web.xml file!
