[wtp-releng] Note on recent failure in org.eclipse.jst.j2ee.tests.bvt.AutomatedBVT

The single test
failure in org.eclipse.jst.j2ee.tests.bvt.AutomatedBVT in the last
build (ConcurrentModificationException at ProjectPreferences.removeNode()) looks
like a platform issue and I've opened a corresponding bugzilla (https://bugs.eclipse.org/bugs/show_bug.cgi?id=180539).
This failure is not triggered by WTP production logic
but instead by test setup code (that test programmatically deletes a
project to test project delete refactoring and that call is what
triggers the CME).
