[wtp-releng] Don't forget to bump service version

For our 1.5.2 release, its more important
than before that we correctly bump the service field of plugin version
IDs. 
And, remember, it should be incremented
the first time code is changed (and, only the first time). 

From what I can see 8 plugins have changed,
4 bumped correctly (thanks web services team) and 4 were not.
