[wtp-releng] WSDL and XSD smoke tests failed with WTP 1.5.1 09/22 0235 d

The intent of the fix for bug 148416
was to inform the user that relative paths are not allowed.   However,
the validation was overly aggressive in checking the Key as a valid URI
so this prevented the user from adding valid catalog entries because the
OK button was disabled.

The safest fix, at this point, is to
back this change out and revert back to the original behaviour, which is
to not inform the user at all about the use of relative paths.  

I've discussed this with David Williams
and requested a rebuild.

All other WSDL and XSD smoke tests passed.
