This is our first "release candidate"
for our maintenance release. 
(but, I'm sure we'll have 3 to 10 bug
fixes next week).

Also note: some documentation and info pop plugins went
"down" in version numbers from previous 
declared builds. Normally, we'd just leave them "higher
than needed" but determined that would end 
up mismatching NL fragments. See https://bugs.eclipse.org/bugs/show_bug.cgi?id=157361).


Also note, I'm declaring with XSD and WSDL test only partially
done ... but, its noon and I've gott'a run!
