David,
the tag within wst-ws-tests.map was
changed between versions 1.66 and 1.67, but I don't know why. No actual
changes have been made to org.eclipse.wst.ws.tests in many moons. I'll
ask the person that changed the map file, but suspect this was just a garden
variety glitch.

Or, that is, the released version? In the head of releng, I found v20060901_1800
which does not seem to exist. 
Since it was blocking the build, I changed it to the most recent version,
which is the one in R1_5_maintenance, v200606072335.

P.S. remember not to use underscores in version qualifiers, by convention.
