[wtp-releng] releng.wtpbuilder is now branched

For those "duplicating" or changing
our WTP builds, please note I have branched our

releng.wtpbuilder

so that we can pick up different versions
of the base builder, that is

org.eclipse.releng.basebuilder

r321_v20060824 for
WTP 1.5 maintenance (3.2 based), and 

M1_33
for WTP 2.0 builds (3.3 based). 


Plus, there's a little difference in the
default compiler warnings we set.

The "head" version remains for
3.3 based builds, but please use the R1_5_maintenance branch of releng.wtpbiulder
if 
further modifications are needed.
