[wtp-releng] Release Early, Release Often

How many times have you heard me say
that? 

Some of us are way behind releasing
code/changes to our 2.0 builds. 

We now have "HEAD Builds"
working against the Eclipse Project 3.3 M1 code, but, many of the changes
to make that possible have not been "released" into the HEAD
version of releng. 

So, please do. 

ASAP (or, I will do it for you :)
