Yep, that's no misprint. Time to wrap
up 1.0.3 for its planned 7/28 release. Make sure you use 3.1 and 3.1 based
pre-reqs! :) 

Please smoke test in time for a Wednesday
12 noon (Eastern Time) declare. 

This is to be our final 1.0.3 build.

Here's the "complete" schedule
of events:

7/17 final code for 1.0.3
7/18 smoke test 1.0.3
7/19 1.03 RC declared

7/20 - begin week-long-no-changes phase,
adopter can/should do acceptance testing
7/26 - prepare update site/zips, etc.
7/28 - official 1.0.3 release


Note: there are still 6 bugs targeted
for 1.0.3, but in keeping with firm deadlines, I'm assuming all those 
can be deferred. If that's not the case,
we'll have to re-consider schedule (and jeopardize 1.5.1 deliverables?).

So, hopefully my assumptions are correct,
but let me know if I've misunderstood. 
I believe Chuck and Ted were going to
re-review and unassign target if they agree. 

This release will have about 20 fixes
in it, according to
