This is the to-be-declared version,
unless someone finds a blocker. 
I've confirmed code is the same as 
earlier "runtime" version,
and just changed the build script to properly 
package sdk zips (I still thinks there's
something not-quite-right in our 
build setup ... see

I confirmed basics run ok with this
SDK version and spot checked 
that source "imports" ok when
used as a target. 

Do, however, please inspect the JUnit
console logs ... there's still tons of exceptions 
in there ... too many for anyone to
be able to inspect it to see if there's anythng new, 
or important. So ... please fix code/tests
so those logs are usable.
