[wtp-releng] Build Breaker 7 (and what to test for I-build smoke test)

Ok ok .. it was me this time. 

The SDK builds are being built/packaged
incorrectly. (wildly incorrectly .. the "temp results" are being
jarred up,, instead of the final results). 

The non-sdk builds appear fine, so I
suggest teams smoke test with runtime versions this afternoon, and I'll
looking into what's wrong with the SDK builds. 

Once that's fixed, I think only would
have to be verified by one or two people ... since, this particular problem
is in the build scripts, not the code itself
(so, once fixed, it'll just be the runtime
versions, pointing to source.

Can not create a Dynamic Web Project.  Can not add a server runtime
in preferences page.
