2. and worse, eclilpse.org infrastructure
is having trouble catching up this morning, so may be a while before there's
"web access". 

in the mean time, committers can use
your privileged access to get via sftp, using your committer ID and password.
Something like the following should work

sftp <your-committer-id-here>@download1.eclipse.org:downloads/webtools/committers/drops/S-1.5RC2-200605041229/wtp-sdk-S-1.5RC2-200605041229.zip

we'll be working with eclipse.org webmasters
(and improve some of our own scripts long term) to fix this as soon as
possible.
