[wtp-releng] We have moved to 32_M5 version of "base builder"

I updated the base builder today, so
for our M5 we will be building with "official" M5 level PDE,
JDT, etc. 

Seems to have no ill effects, except
just making the change did expose a lurking problem in 
our own builder, having to do with some
inconsistencies in how we label our zip files See 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=129105
for details, but I've since reverted 
the very long label problem, and guess
we'll find someone to solve it permanently in the 
next week or so.
