[wtp-releng] Web services pass smoke test on I200601191656

The Web services smoke tests passed
on I200601191656.   

Note that I had to manually pick the
server runtime when creating Web project to workaround bug 125033 (https://bugs.eclipse.org/bugs/show_bug.cgi?id=125033).

There's still the known bug with the Web Services Explorer displaying input
text area rather than the correct types(https://bugs.eclipse.org/bugs/show_bug.cgi?id=123190).
 After applying the workaround
to set the vmargs "java.endorsed.dirs"
to the WTP driver's Xerces directory, the Web Services Explorer works properly
now.  This workaround is documented in http://www.eclipse.org/emf/downloads-xerces.php.
