[wtp-releng] wtp.quiet system property

In response to bug 88260, in an attempt
to keep the automated tests running I've configured the internet cache
to hide dialogs requiring user interaction if the wtp.quiet system property
is set to true. The cache will prompt for license acceptance from users
during normal operation and with it enabled by default this may cause the
automated tests to hang. With the wtp.quiet system property set this is
no longer a problem.

Naci, please add the wtp.quiet=true
system property to the build when running the automated tests.

Once this system property is in use
other components should take advantage of this as well to prevent build
hangs due to dialogs requiring user interaction.
