Some other Eclipse.org projects I work on don't enforce a 1-1 mapping between a Bug and a Gerrit review, so they allow such "dissociated" Gerrit review.

We're in the middle of a smoke test for an integration driver declare, so I won't commit it until after that. Hopefully I will have time to look into/commit this change early next week. (If I haven't commented or committed by EOD Tuesday, remind me.)
