I am not a member of the PMC, but I am the WTP Release Engineering Component lead.  As such, I will try to answer your questions.  The patch has been built and complies with standard WTP practices, but the committer in charge of the content does not agree with how the patch has been versioned/packaged.  (The content itself is correct, it is just the packaging.)  See https://bugs.eclipse.org/bugs/show_bug.cgi?id=430637 for details.  It was made available for testing on Saturday, March 29th.  It is a p2 repository and a downloadable patch.  It has been added to http://download.eclipse.org/webtools/repository/kepler , it can also be installed directly via p2 from http://build.eclipse.org/webtools/committers/patches-R3.5.2-P/20140329045715/P-3.5.2-20140329045715/repository or downloaded and unzipped into the dropins directory using http://build.eclipse.org/webtools/committers/patches-R3.5.2-P/20140329045715/P-3.5.2-20140329045715/patches32x-P-3.5.2-20140329045715.zip .
As to whether or not you will be able to create a marketplace entry for it, that is above and beyond my knowledge- I (and as far as I know WTP) have never created a marketplace entry.
