[wtp-dev] Dali adding new features for "common" plugins

Dali has added a set of new "common" features to contain existing 
org.eclipse.jpt.common.* plugins that were previously not included in a 
feature.  This is a broadcast to ensure that Dali adopters are aware of 
this change.
