[wtp-dev] Request PMC permission to fix 133769

Referring to,

The problem causes the project change-detection to report inconsistence
value in some situation. The problem itself is not major. But, the
inconsistence might causes NPE or other runtime exception to adopter
component.

Patch was attached and it was a one line fix.
