[wtp-dev] Added Architecture Group page to "Development Resources"

I have added an "Architecture Group"
page to "Development Resources"
Over on the upper right ....or, go directly
to

Of particular interest may be the "assessment"
notes I've been collecting and consolidating, see
http://www.eclipse.org/webtools/development/arch_and_design/M4ArchCheckPoint.html

In that document, I make note of main
areas that need work, and also areas where
 we are proposing API, but would
help to have 
further "official and final"
review by anyone in community or specialist in the subject areas. 

So .... compentent leads, please be
sure potential reviewers can find your overview
documents, the exact JavaDoc, etc. If
its not obvious from our existing pages (it should
be) please put links or info right in
the bugzilla.
