[wtp-dev] [Bug 92604] New: StructureEdit API should be moved to internal

This defect should be addressed today, but requires the move of a class
that our clients may be depending on (Web Services, Naci). We have loaded
up the plugins we expect to be affected, and are willing to release them if
the appropriate team leads are okay with this (Chris Brealey). This matter
is urget as it risks exposing a class as API that was not intended as such.

If there are no objections, we will move the class and release the changes
with today with a test build around 3.
