[wtp-dev] New and Noteworthy format recommendation

I've uploaded a set of templates for a recommended layout for our New and 
Noteworthy documents for 1.0M3.  Arthur's agreed that they can be edited 
as HTML for now.  You can find them in the /home/webtools repository under 
working/development/WTPDevelopmentPractices/news.  Vijay is working on a 
main page for all of of the components to be linked from/link to.  Each 
component does not need to have its own page if there's not enough to 
justify it.  For example, SSE will only have a single page covering the 
user-visible changes in M3.
