changes are committed to testManifest.xml and publish.xml. So they
should be in place with the next build.

I looked at the nightly build [1] and I see that it picked up the new URL to the EPL licence, but the URLs for the zips still point directly to the download server and not to the mirror script. Did you update the releng code on the build machine?
