This looks like an Internet Explorer 6.0 bug. It may apply to other
versions of Internet Explorer as well, I'm trying to find out. In the
meantime, use another browser (both Firefox and Mozilla work).

Done.
Everyone, while working with Jeffrey we noticed a strange behavior in
Bugzilla. When we downloaded the patches, Bugzilla appended a Content-type
header and a second copy of the patch. We had to manually snip the
redundant patch. Anyone else seeing this problem? Maybe something wrong
with the new infrastructure.
Jeffrey will open a Bugzilla bug against Bugzilla.
