Try removing all the VE plugins and features files you manually extracted and install from the Callisto discovery site. (available in the update manager) Usually this is a bit more reliable than installing a plugin yourself.
There is also the possibility that some other plugin you have installed is conflicting with VE, preventing it from working properly.

I start eclipse and in Help > Help Contents I see the 'Visual Editor for Java User Guide' documentation.
Now I want to use Visual Editor. First I try to configure the visual editor preference according to documentation in Window > Preferences and I go to Java but there isn't the 'Visual Editor' tab. Why?
