uProtocol Committers,

https://github.com/eclipse-uprotocol/.github/pull/4 centralizes the projects legal documents and introduces a CODE_OF_CONDUCT to elaborate on the expectations of a committer (above the Eclipse Contributors Handbook requirements). Please read and comment in the PR. The PR will also be discussed at the 2/14 weekly uProtocol community meeting, please plan to attend. I would like to adopt this CODE_OF_CONDUCT prior to choosing the new committers in a fair and open manner.
