[udig-devel] initial CQ dependencies

And have submitted our first couple of dependency contribution questionnaire (CQ) forms in order to learn the ropes.

- jts Version: 1.12 - trying something small before submitting GeoTools

- build-only dependencies: NSIS Version: 2.46 - an example of a build dependency that we can "work with". If NSIS is installed we will use it to make an installer.
