[udig-devel] xpp3_min jar update

Looks like GeoTools is finally getting around to using a pull parser. As such I need to add the above jar to net.refractions.udig.libs :-)

The new version appears to be 1.1.3.4.O ---> 1.1.4c

Will try it out locally before committing.
