Jesse I was modifying the wfs code recently; see recent discussion on this list; in order to offer better support for mapserver and compliance levels. There is *every* possibility that I have broken something; it is one of the things that I ask be tested for the next release.

The internals of WFS 1.0 support still use the old geotools 2.2 filters to enforce compliance - I have created a replacement but have not cut the code over to using it. We can take this discussion over to the geotools list if you would like to look into this in more details.
