 I've been using Eclipse Helios 3.6.1 since it was released for uDig development and ran into this problem. I found that if you add the Target Platform as an "Installation" rather then "Directory" it seems to find a bunch of extra plugins.

  Further to this, I also learnt that the delta pack (in nearly all cases) needs to match the exact version and build of eclipse that you are using or you get errors when attempting to Export the udig.product. Probably common sense, but I didn't know this until just recently.

  With regard to the "Target Platform" problem, I found that if you:
    - Open Eclipse Preferences;
    - Open the "Plug-in development" tree branch;
    - Select the "Target Platform" option;
    - Click the "Add" button;
    - Select "Nothing" and click Next;
    - Select "Add" from the "Target Content" screen;
    - Now, use the "Installation" option rather then "Directory" when adding ${eclipse_home} and the directory containing the Delta pack.

  This worked for me anyway. Hope it helps someone else.
