1. Add a shapefile layer to the map
2. Layer is drawn, new map created, The layer is selected in the Catalog View - and catalog view has focus (feedback yeah!)
3. Add a wfslayer...
(for example: http://mapserver.refractions.net/cgi-bin/mapserv44?map=/home/www/mapserv/maps/elections-wms.map&SERVICE=WFS&VERSION=1.0.0&REQUEST=GetCapabilities)
4. The file dialog pops open (probably because a file is selected in the catalog view)
5. Dismiss file ... file pops back again!
6. Dismiss file again
7. Select wfs
8. Add layer as usual

Solution? Set the URL to be the workbench selection state, even if this means setting the url as the selection that the MapEditor provides (and forcing the MapEditor to take focus).
