[udig-devel] Common-lang

It seems that udig wms support has developed a dependency on the 
commons-lang implementation of StringUtils.
I have updated the libs build.xml file to make sure this is downloaded 
as required.
(I noticed that build.xml file had already been updated to acquire this 
jar from a "local" maven repository).
